Total 29 countries agreed to develop a Mitigation Work Program (MWP) to "immediately increase mitigation ambition and commitment". Mitigation means reducing emissions, being ambitious means setting tougher targets, and implementation means meeting new and existing targets.
In preparation for COP27, developing countries have expressed concern that the wealth of the MWP will force them to rethink their climate goals without increasing technological and financial support.
Ahead of COP27, India stated that it could not allow the MWP to change the goals set out in the Paris Agreement. “Best practices, new technologies and new forms of cooperation for technology transfer and capacity building can be properly discussed in the work program on mitigation,” the Ministry of the Environment said.
